ST. CLAIR TRI-COUNTY STAFF
TRAINING & DEVELOPMENT COMMITTEE

TERMS OF REFERENCE

PURPOSE
The Tri-County Staff Training and Development committee is established to identify staff training needs of Ministry of Community and Social Services funded agencies serving persons with an intellectual disability. The purpose of the committee is to compliment current staff training efforts of the individual agencies. Given the limited funds designated for staff training needs, the committee endeavours to facilitate Tri-County workshops to meet this end. The committee also works with Community Planning committees in the Tri-County area to support community development and education workshops. This committee is supported by the Ministry of Community and Social Services, Windsor Area Office.

GOALS
1. To undertake a periodic identification of up-to-date staff training needs in the Tri-County area.
2. To promote and provide education and training opportunities for the staff of Tri-County agencies.
3. To promote Community Development and Community Education through the request of Community Planning Committees in the Tri-County area.
4. To encourage and promote staff training which is progressive and responsive to persons supported and their families’ needs.
5. To provide a forum for the exchange of current staff training information and resources.

VOTING MEMBERSHIP
This committee will ensure a broad representation from MCSS funded agencies across Essex County, Lambton County and the Municipality of Chatham-Kent who provide service to persons with an intellectual disability. The membership may include but is not limited to Community Living agencies, Community Support agencies serving children and/or adults and CMHA. The membership shall not exceed fifteen persons.

NON-VOTING MEMBERSHIP
The MCSS representative acts as a resource, and liaison with the Area Office.

MEETINGS
Meetings will be scheduled as necessary. Where a member/alternate is frequently absent from meetings the committee will request from the members agency their position on continued interest in membership.

COST INCURRED
Any cost directly related to the administrative functions, e.g. photocopies, stamps, etc. will be reimbursed upon approval by the committee. Request for reimbursement must be submitted to the Treasurer, accompanied by receipts in a timely fashion.

QUORUM
Quorum will consist of fifty percent of the membership plus one person. Decisions will be made by a majority vote of those present at meetings. Where full committee input is necessary a vote/decision may be facilitate via email to all committee members.

INVITED GUESTS
Guests will be invited upon approval of the committee and/or chairperson.

EXECUTIVE COMMITTEE
The Executive Committee will consist of a chairperson, treasurer and secretary.

CHAIRPERSON
The Chairperson of the Committee will be elected by a majority vote. Responsibilities include: prepare and schedule or cancel meetings as necessary, distribute agenda and facilitate meetings.

TREASURER
Community Living Essex County holds and disperses the funds in accordance with the Tri-County Staff Training and Development Committee. The Treasurer will be a member of Community Living Essex County. Financial reports shall be submitted to the committee following each workshop.

SECRETARY
The Secretary will be elected by a majority vote and will record and distribute meeting minutes.

COMMITTEE MEMBER RESPONSIBILITIES
To investigate, present to the committee and secure potential presenters; to organize and plan workshops (refer to Workshop Planning Checklist); to prepare and distribute workshop brochure; to maintain an up to date mailing list; to accept and co-ordinate registrations for workshops; Day of the workshop – organizer to attend and assume lead role of facilitation for the day. Other committee members attend to assist as needed. Evaluations will be summarized following workshops and distributed to committee members and the presenter.
